There’s a chance for two National Lottery independent retailers to each win a £5,000 cash prize plus a Social Value store makeover worth up to £20,000*, so the winners can do even more for their community.
There will also be 16 regional winners who receive a £5,000 cash prize, and 100 runners-up who will get a £100 cash prize.

Allwyn Local Retail Champions Promotion Terms and Conditions
These Terms and Conditions apply to the Local Retail Champions promotion (“the Promotion”) which is run by Reach Shared Services Limited (the “Promoter” or “Reach”) with Allwyn Entertainment Limited, operator of the UK National Lottery (“Allwyn”) responsible for the award and fulfilment of prizes. More information about the Promotion is available on www.TNLLocalRetailChampions.co.uk
These terms apply to nominators and UK National Lottery Retailers that are nominated.
1) Eligible Nominators: To nominate your local UK or Isle of Man National Lottery Retailer (a “UK National Lottery Retailer” or “Retailer”) you must be 18 years or older on 16th September 2024, and must not be an employee or contractor of Allwyn.
2) To nominate, you will need to submit the Local Retail Champions nomination form with your details, your nominated UK National Lottery Retailer’s details and submit a maximum of 150 words to demonstrate how the National Lottery Retailer has gone “above and beyond” in 2024 to support their local community.
3) Personal Data will be processed in accordance with the Local Retail Champions Competition Privacy Policy below.
4) In accordance with the Standard Competition Rules of the Promoter which are incorporated by reference into the Terms and Conditions, employees of Allwyn, Reach Plc, their agents or their families are not eligible to win any awards or any prizes in the Promotion. 5) Nominations for the Allwyn Local Retail Champions open on 00.01 16 September 2024 and entries close at 23.59 on 20th October 2024.
6) The Promoter reserves the right to vary, withdraw or suspend the Promotion at any time by giving reasonable notice on the www.TNLLocalRetailChampions.co.uk website.
7) Eligible Retailers:
(i) Subject to paragraph 7)(ii) belw and the other exclusions in these Terms and Conditions, only UK National Lottery Retailers that fulfil the below criteria shall be eligible to be put forward to win any of the prizes:
(a) the UK National Lottery Retailer must be based in the UK or Isle of Man and have a current and valid Retailer Agreement in place with Allwyn. For the avoidance of doubt, where a Retailer has more than one Retailer Agreement in force with Allwyn (one for each store), each store can participate in the Promotion; and
(b) the UK National Lottery Retailer must have received a valid nomination by a member of the public via the Promoter's Local Retail Champions website at www.TNLLocalRetailChampions.co.uk.
(ii) the following UK National Lottery Retailers may not be eligible to take part in the Promotion or win any prizes (“Non-Eligible Retailers”):
(a) UK National Lottery Retailers that are the subject of a security investigation during the period when the Promotion is running; and/or
(b) have had any type of security sanction since 1 September 2021 (including terminal suspension); and/or
(c) have failed an Operation Guardian visit on three consecutive occasions; and
Allwyn’s decision (which may be exercised in their sole discretion) as to the eligibility or non-eligibility of an applicable UK National Lottery Retailer to take part in the Promotion and/or be eligible for a prize shall be final.
8) The Promoter shall assess the nomination forms to identify, in its discretion, the Retailers nominated in accordance with the nomination brief. These will then be forwarded to Allwyn to do its background checks and assess the Retailer against the eligibility criteria as set out in these Terms and Conditions. All valid entries will then be forwarded to the Allwyn judging panel to choose the winners. The judging panel will be looking for Retailers who have gone above and beyond to support their local community in 2024.
9) Prizes available to be won:
The two winners:The Judging panel will be tasked with picking the two winners that they think have gone above and beyond to support their local community in 2024 and are most deserving. The winner’s prize will depend on whether the relevant winner is an independent or a chain/multiple Retailer. If there is a dispute about whether or not a Retailer is an independent or a chain/multiple Retailer, the decision shall be at Allwyn’s absolute discretion.
(i) If the winning Retailer is deemed an “independent” by Allwyn (and not part of chain or group with multiple stores), such winner shall win:
(a) a £5,000 cash prize received via the TNL Retailer Hub in accordance with paragraph 13 below; plus
(b) a makeover for their store up to a maximum value of £20,000 (a “Social Value £20,000 Makeover”). A Social Value £20,000 Makeover is a non-cash prize whereby Allwyn (and social value organisations/partners to Allwyn) will work with the applicable winning Retailer to identify changes or improvements to the winning Retailer up to a value of £20,000. The changes / improvements must be in line with four thematic areas identified in “Allwyn’s Social Value Framework” (see paragraph 9(i)(c) below). The list of activities that can be funded is non-exhaustive as long as they are in line with these four thematic areas;
(c) The four thematic areas comprising Allwyn’s Social Value Framework are:
Responsible Play – supporting the Retailer and their customers to play all National Lottery games in a safe and responsible way;
Empowering People – supporting the Retailer’s staff and their customers to create an inclusive, accessible experience inside and outside their newsagent that embraces diversity;
Protecting the Planet – supporting the Retailer, the Retailer’s staff and/or customers to put in place improvements that will measure, reduce or remove the carbon footprint of the store, including waste and packaging; and
Supporting Prosperous Places – supporting the Retailer in how they support their local community and high street where the store is based
(d) The Social Value £20,000 Makeover prize is non-transferable and no cash alternative shall be offered. If the total makeover costs less than £20,000 the Retailer will not be entitled to a cash or other equivalent of the unspent prize amount. The makeover may cover a range of different costs, within the total value of £20,000, including (but not limited to) consulting costs, capital costs, training costs, and event costs. The applicable winner’s prize must be redeemed by 4pm on 27 October 2025 – “redeemed” means the money must have been spent on the activities / changes / improvements by the said deadline. Allwyn retains absolute discretion as to what spend is and is not within the definition of the four thematic areas and, therefore, Allwyn’s agreement with the winning Retailer shall provide that Allwyn has absolute discretion as to what changes and improvements will and will not be funded as part of the prize. To the extent that Allwyn and the applicable winning Retailer are not able to identify or agree all or any part of the improvements, changes or activities to the newsagent, Allwyn shall not be obliged to fund any such changes or improvements.
(ii) If the relevant winner is deemed to be part of a chain or group with multiple stores by Allwyn (and not an independent), the prize to the winner shall be a £25,000 donation by Allwyn to a UK based registered charity chosen by the applicable winner. The charity must be independent of the winner and the winner can not receive any direct or indirect benefit from the donation. The nominated charity shall be approved by Allwyn and the donation must not, in the reasonable opinion of Allwyn, jeopardise or diminish the reputation of The National Lottery and/or Allwyn. Allwyn reserves the right to refuse to make a donation to the chosen registered charity that does not comply with the above and request the winner choose another compliant charity chosen in its place.
10) The sixteen regional winners:
Separate from the two winners, the judging panel will also be asked to choose their winner for each region set out below based on how well the Retailer has gone above and beyond in supporting their community. Each chosen regional winner shall receive a cash prize of £5,000 received via the TNL Retailer Hub in accordance with paragraph 13 below, where the regional winner is an independent Retailer (subject to their compliance with these Terms and Conditions).
If the relevant winner is deemed to be part of a chain or group with multiple stores under a single Retailer Agreement with Allwyn (and not an independent), the prize to the winner shall be a £5,000 donation by Allwyn to a UK based registered charity chosen by the applicable winner. The charity must be independent of the winner and the winner cannot receive any direct or indirect benefit from the donation. The nominated charity shall be approved by Allwyn and the donation must not, in the reasonable opinion of Allwyn, jeopardise or diminish the reputation of the National Lottery and/or Allwyn. Allwyn reserves the right to refuse to make a donation to the chosen registered charity that does not comply with the above and request the winner choose another compliant charity chosen in its place.

11) Separate from the two winners and sixteen national winners, the judging panel will also be asked to select one hundred runner up Retailers, based on how well the Retailer has gone above and beyond in supporting their community. Each chosen runner up shall receive the sum of £100 cash each (subject to any Eligibility requirements or other exclusions as set out in these Terms and Conditions) received via the TNL Retailer Hub in accordance with paragraph 13 below.
12) If for any reason there are insufficient numbers of entries, or quality of entries to satisfy the above prizes, Allwyn reserves the right to not award all tiers of prizes or prizes in each region. If, in Allwyn’s reasonable discretion, no valid nominations are received in a particular region set out in paragraph 10 above, Allwyn reserves the right to select more than one winner in a neighbouring region.
13) With respect to any cash prize, cash prize amounts will be allocated to the winning Retailers’ TNL Retailer Hub account by Allwyn within 30 days of notification, provided all eligibility criteria are met. Accordingly, Retailers must be signed up to the TNL Retailer Hub in order to receive a cash prize. Retailers not signed up to the TNL Retailer Hub will have 90 days after the date they are informed of their win to sign up and receive their prize. If a Retailer fails to sign up within this time period, they forfeit any prize they are entitled to. In order to be eligible for a prize, a prospective winning Retailer must settle any outstanding debt owed to Allwyn within 30 calendar days of being notified about their win. Failure to do so will make the applicable Retailer not eligible to win any prize.
14) In order for a winning Retailer to receive all or part of any prize, the relevant winning Retailer shall:
(i) agree to these Terms and Conditions by signing and return the same to Allwyn at TNLPartnersRewards@allwyn.co.uk;
(ii) agree and enter into any necessary further agreements with Allwyn in relation to the winner’s compliance with the required criteria and Allwyn’s provision of the prize (and what it is and is not responsible and liable for) and, where applicable, the winning Retailer’s obligations and responsibilities with respect to the prize including entering into a release form agreeing to provide Allwyn access to the Retailer’s team working at the winning Retailer’s store to photograph, film, conduct interviews and following and tell the Social Value £20,000 makeover journey for use in publicity in all media worldwide, and attending the National Lottery’s Big Bash event, taking place on Wednesday 4 December 2024 at the OVO Arena, Wembley (travel and accommodation will be at Allwyn’s reasonable expense); and
(iii) where the winner is determined to be an independent Retailer and where the Social Value £20,000 Makeover is to be undertaken, it is acknowledged and agreed by the applicable winner that the makeover element will be carried out by third party contracts (not Allwyn). Where works or services are to be carried by a third party, it is a pre-condition of Allwyn funding the prize that the winning Retailer enters into all the necessary agreements with the third parties. The applicable Winning independent UK National Lottery Retailer acknowledges and agrees that neither Allwyn nor the Promoter shall have any responsibility or liability in respect of the works, services, defaults and/or acts or omissions of any contractor undertaking all or part of the work.
Failure to enter the above agreements by the independent winner, where required, may disqualify the winner from their prize.
15) Before being eligible for any prize, a prospective winner will be required to be vetted by Allwyn before receiving their prize. If it is decided in Allwyn’s reasonable opinion that awarding a prize to a prospective winning Retailer may jeopardise the reputation of The National Lottery and/or Allwyn, the prospective winner will not be eligible and another winner may be selected in their place until a suitable winner is found.
16) Save with respect to the publicity obligations and their obligations with respect to the Social Value £20,000 Makeover, nominated Retailers are not expected to perform any additional obligations to those set out in their Retailer Agreement with Allwyn.
17) Winning Retailers should be aware that the prizes may constitute income for Retailers and accordingly, it is agreed by any winning Retailer that it is the Retailer’s responsibility to account for any taxes on any prizes received.
18) Allwyn reserves the right to suspend or cancel payment of any prize or deduct prizes from a Retailer’s virtual account at any time in the event of a miscalculation of a prize, a duplicate claim being made for a prize, a Retailer being found not to be eligible to participate, or as a result of any other act or omission that results in the incorrect payment of a prize. Allwyn will not be liable to the Retailer in relation to such incorrect payment.
19) The two top prize winners agree to their photo being taken, video content, and interview and follow up publicity participation being featured within Reach plc owned titles, and Allwyn owned channels, as well as attending The National Lottery’s Big Bash event referred to in paragraph 14 above.
20) Data will be solely used for administration of this competition
21) Standard Reach competition rules apply. Please see https://www.reachplc.com/site-services/terms-conditions. In the event of conflict between the Standard Reach competition rules and these Terms and Conditions, these Terms and Conditions shall prevail.
22) These Terms and Conditions shall prevail over any inconsistent terms or conditions
relating to the Promotion contained in or referred to in any other document.
23) The Promotion is governed by English law and entrants to the Promotion submit to the exclusive jurisdiction of the English courts.

We are Reach Shared Services Limited, a Reach PLC entity (“Reach”), and we understand that your personal information is important to you and it’s important to us too. We are data controllers with regard to the Local Retail Champions Competition 2024 (“the Promotion”) and are committed to safeguarding your personal information in line with the latest data protection and privacy laws. Allwyn Entertainment Ltd (who operates the National Lottery) (“Allwyn”) will be fulfilling the prizes for the Promotion and determining whether the nominated retailers are eligible to be part of the Promotion and receive their prize, where applicable.
About this privacy notice
This privacy notice covers the collection and use of your personal information by Reach and as part of the Promotion’s nomination and judging process.
If you are a nominator, this privacy notice applies to the personal information that you provide to Reach when you make an award nomination.
If you are a nominee or prize winner, this privacy notice applies to the personal information that has been provided to Reach and/or Allwyn by your nominator when they nominated you. Nominees acknowledge that Allwyn also processes data collected from retailers in accordance with its own Privacy Policy (available via the TNL Retailer hub https://tnlpartners.co.uk/docs/L4_Retailer_Privacy_Notice.pdf).
What personal information do we collect?
When you make a nomination or are nominated, we will ask for the following personal information (as relevant):
First name and surname of the person nominating
Email address of the person nominating
Name of the nominee store
Postal address of the nominee store
Personal information may also be included in the narrative of why the nominee is deserving of winning a prize and how they have gone above and beyond in 2024 to support their local community. This could include anything about the nominee’s life, including sensitive data such as health information or criminal offence data about themselves or others.
Allwyn may also conduct its own research to determine whether or not the nominee complies with the eligibility criteria for the Promotion and/or is entitled to receive a prize under the Promotion Terms and Conditions. Allwyn may also collect the same information to the extent it is available from publicly available sources or other third parties we interview.
How will we use your personal information?
We will only process your personal information on one or more of the following legal grounds:
Our legitimate interests: Where it is necessary to use your personal information for the purposes of our legitimate interests (or those of a third party). We have explained some of these interests in more detail below. We only use your information on this legal basis where we have considered that, on balance, our legitimate interests are not overridden by your interests, fundamental rights or freedoms.
We have a legitimate interest in collecting the nominator’s personal details (such as name, contact numbers and/or email address) from the nominator or when Reach find out about the nominee’s from the nomination, so we can contact the nominee or identified nominee to see if they are interested in taking part in the promotion.
Reach and Allwyn (who will perform the eligibility and background checks, determine whether the nominee is an independent or not and fulfil the prizes) have a legitimate interest in using the nominee’s/ identified nominee’s personal information in order that they can assess their eligibility to take part in the promotion and receive their prize.
We have a legitimate interest in providing certain personal information to Allwyn and other third parties who may require it to supply any benefits to prize winners, the nominator and their friends and family, or to help facilitate their participation in the Promotion and publicity for the National Lottery, the Promotion and Reach and its titles. This may include contractors who will undertake the work, improvements and changes comprising the Social Value £20,000 Makeover.
To comply with legal obligations: Where it is necessary to process your personal information to comply with legislation and/or regulatory obligations.
Consent: We may ask you for your consent to use your personal information for a specific purpose. We will explain the specific purpose for processing at the time we ask you for such consent.
From the point of making contact with the nominee or identified nominee onwards, consent is generally used as the legal basis for processing their personal data, where consent is given.
Where consent is not being used to facilitate the processing of special category data, we may use the following bases:
Information that has been manifestly made public: Where you have clearly made your sensitive information public (for example, on publicly available social media websites or when speaking in interviews or footage).
Legal claims and defence of rights: Where it is necessary to process your sensitive information for the purposes of establishing, making and/or defending legal claims.
What do we do with your personal information?
When you submit a nomination for an award, or you are nominated for an award, Reach and Allwyn will review all of the information provided in line with the selection criteria outlined in the Promotion terms and conditions. Reach will use the personal information provided by nominators to produce a shortlist for the applicable prizes. Allwyn will conduct the checks it requires to determine the eligibility of the nominee to receive the applicable prize. If the nomination does not comply with the terms and conditions or the nominee will not be taken forward to the next stage (at their own choice or otherwise), then the relevant personal information will be promptly deleted.
Personal information of potential prize winners (which may include both nominees and identified nominees) will be shared with Allwyn and the relevant judging panel. Where applicable, the judging panel will review the shortlist to choose prize winners in the relevant categories. Reach and/or Allwyn may also contact nominators and/or nominees/ identified nominees to determine whether the nominee complies with the Promotion and prize eligibility criteria or whether there may be reputational damage in accordance with the Promotion Terms and Conditions.
If you are selected as a winner of an award, Reach will use the personal data provided by the nominators and/or Allwyn to contact the winners. Winners will be contacted and asked to confirm that they are happy to be winners of the relevant award and for their personal information to be used for this purpose. Reach will use the personal information provided to contact the prize winners and Allwyn will use it to fulfil any prize and to conduct its eligibility checks.
If a winner does not wish to accept a prize, and does not consent to the use of their personal data henceforth, then their personal information will be deleted except for personal information identifying them as a winner who declined their prize which will only be stored by Reach and Allwyn.
Will Reach send you marketing messages?
Reach will not use a nominator’s or nominee’s/identified nominee’s personal information provided as part of the award nomination process to send marketing messages, unless the nominator has consented for themselves to receive marketing messages.
What are your rights?
Any personal information you supply will be treated in accordance with applicable data protection laws including the General Data Protection Regulation and the Data Protection Act 2018. We are committed to delivering the rights that individuals are entitled to under data protection laws. These are:
the right to request a copy of the personal information we hold about you. To do this, please contact us at dataprotection@reachplc.com making clear that you are requesting a copy of your personal information and including full details of what you require. You may also be required to submit a proof of your identity.
the right to object to your personal information being processed or withdraw consent for the processing of your personal information at any time. We will comply with such a request unless there is a lawful reason for not doing so, such as when we need to continue to process your personal information to defend a legal claim;
the right to restrict processing in certain circumstances.
the right to rectification. You may request that we correct any inaccurate and/or complete any incomplete personal information;
the right of erasure. You may request that we erase your personal information and we will comply, unless there is a lawful reason for not doing so;
the right not to be subject to decision making based solely on automated processing, including profiling, which produces legal effects concerning you or similarly significant effects;
the right to data portability. In certain circumstances, you may request that we provide your personal information to you in a structured, commonly used and machine readable format and have it transferred to another provider of the same or similar services to us. Where this right is applicable, we will comply with such transfer as far as it is technically feasible; and
the right to lodge a complaint with the supervisory authority. We suggest that you contact us about any questions or if you have a complaint in relation to how we process your personal information.
